Intersection of 31st Street & Perry Street Project

The Mitigation and Road Improvement Project on the intersection of Perry Street and 31st Street is expected to significantly reduce flooding and erosion in the area by capturing a large amount of runoff from Eastern Avenue, thereby improving the health and quality of life in the City. The implementation of the project is also expected to improve water quality in our bay, streams, and rivers.

As part of the project, traffic patterns will be reconfigured to a more organized and efficient traffic flow. Perry Street will be strategically blocked to deter vehicles coming from Eastern Avenue from cutting through the neighborhood to reach Rhode Island Avenue.

The project is funded through the State Legislative Bond ($530K).

31st St and Perry St Intersection Plan Set (Phase 1)

Status

Phase 1 of the 31st Street and Perry Street Improvement Project began in May 2025 and is now complete. The work is being carried out by D&F Construction, with designs by consultants, Low Impact Development Center (LIDC), and iDesign Engineering, Inc. 

The City hosted a Community Conversation on September 6, 2025, to discuss the Phase 2 design with the project’s design consultants and gather feedback from residents. The design for Phase 2 of the project is 100% complete and is scheduled to begin in 2026.
